Evaluator-Calibrated Proposal Reviews
Most Proposal Reviews Tell You What Sounds Good. Ours Tell You How You Score.
Most proposal reviews are readability exercises. A colleague reads your draft, tells you it flows well, flags a few typos, and you submit. That review has told you nothing about how the proposal will score, because scoring is not about whether the writing is good. It is about whether an evaluator working from Section M can find, verify, and credit what you claimed.
CIG’s reviewers sat on source selection boards. We know what gets written up as a strength, what becomes a weakness, when a weakness becomes significant, and what a deficiency looks like in the evaluation record. That is a different reading of the same document, and it produces a different set of corrections.
What CIG’s Proposal Reviews Cover
-
Your draft scored factor by factor the way a board would score it, with findings recorded in evaluator language: strength, weakness, significant weakness, deficiency.
-
Pink, Red, and Gold Team reviews run by former contracting officers and source selection officials rather than proposal staff, with a written findings summary at each gate.
-
Every claim tested against what an evaluator can verify from the page in front of them. Under FAR 15.305(a), the evaluation is based on the proposal as written. An assertion the evaluator cannot confirm earns nothing.
-
Your references assessed for similarity in size, scope, and complexity to the work being bid, because a large commercial contract can score below a smaller, closely matched federal one.
-
Confirmation that your stated discriminators are things the solicitation actually allows an evaluator to score, rather than adjectives that read well and count for nothing.
Who This Is For, and What You Get
-
Written the way an evaluation record is written, not a marked-up Word file. You see what a board would have recorded about your proposal.
-
What to fix, separated into what will change your score and what will not, so the time you have left goes where it moves the evaluation.(Rapid reviews, pricing validation, strategic guidance)
-
If the proposal cannot be made competitive in the time remaining, we say so. A bid you walk away from costs less than a bid you lose.
Small and diverse-owned contractors with a draft in hand and time to act on findings. Firms that have lost two or three bids and cannot tell from the debriefing what went wrong. Teams whose technical people can explain the work but have never seen it scored. Subcontractors moving into a prime role for the first time.
"CIG clearly understood our federal growth challenges, communicated clearly throughout the engagement, and provided practical, realistic recommendations our team could actually implement. Working with CIG exceeded our expectations."
