Umetria Dickson has managed more federal acquisition complexity in a single role than most consultants encounter in a career. As Branch Chief at NASA Ames Research Center, she held unlimited warrant authority over a contract portfolio of approximately $2 billion annually — including Research and Development and spaceflight hardware contracts that left no margin for compliance failure.

That is not a credential found anywhere else in the GovCon consulting market.

Her 24-year federal career spans NASA, HHS's Administration for Children and Families, the General Services Administration, and multiple U.S. Army commands. At HHS/ACF, she served as Director of Policy, Oversight and Administration, leading a team of 40 professionals across acquisition policy, compliance, workforce development, and purchase card management. At GSA, she held Program Manager responsibility for a $1.8 billion DoD portfolio.

She has operated as a warranted Contracting Officer with unlimited authority, a senior policy leader, a compliance advisor, and an adjunct professor of Government Contracting at Webster University, where she taught graduate-level courses in contracting and pricing. That practitioner-to-educator pathway reflects how she thinks about acquisition: as a discipline that must be understood deeply to be executed correctly.

At CIG, Umetria leads client engagements focused on acquisition strategy, proposal development, compliance advisory, and training. She designs the frameworks, SOPs, and training curricula that give small businesses the structural foundation to compete at the level her former agencies operated at.
