Kara D. Ryles

Founder & Chief Executive Officer

Kara D. Ryles built her career inside the federal acquisition system before building CIG to serve the contractors navigating it. With nearly two decades of experience across the U.S. Department of Agriculture's Food and Nutrition Service and HHS's Administration for Children and Families, she led multimillion-dollar acquisition portfolios, directed procurement policy and workforce development, and oversaw contract strategies for some of the federal government's most complex social program environments.

She is not a consultant who studied federal acquisition. She ran it.

At HHS, Kara oversaw high-impact contracting portfolios, guided agency-wide acquisition policy, and built procurement teams that operated with compliance discipline under sustained regulatory scrutiny. That insider experience, knowing how contracting officers think, how source selections are structured, and where small businesses consistently lose, is what CIG's methodology is built on.

At CIG, Kara sets the firm's strategic direction, leads client engagement, and ensures every deliverable meets the standard she held in government: defensible, compliant, and built to withstand audit and protest scrutiny.
