Donna Griffith is a warranted Contracting Officer, a designated Competition Advocate, and a former Director of Policy, Oversight and Administration, titles that represent 20+ years of making binding federal acquisition decisions, not advising on them from the outside.

Her experience spans both civilian and defense agencies, including senior acquisition roles at HHS and DoD. As Director, she built and led four divisions responsible for acquisition policy, compliance oversight, workforce development, and Government Purchase Card program management. She served as a direct advisor to the Head of the Contracting Activity, the person responsible for every acquisition decision in the organization.

Her most significant leadership achievement: she took an organization from a high-risk Procurement Management Review rating to a path toward full procurement authority. That turnaround required SOP modernization, internal control design, and a sustained culture of accountability, built under real regulatory pressure, not in a consulting exercise.

At CIG, Donna leads client engagements focused on acquisition policy advisory, compliance risk management, and strategic business development. When a small business asks how to build the internal capacity to compete and sustain federal growth, Donna is the person who designed that system from the inside.
